Call for Art:

Attention area artists! IU Health Bloomington would like to invite talented artists from south central Indiana to submit original artwork for display in the new Regional Academic Health Center.

First, read our Request for Proposal (RFP) document that has all the rules and requirements as well as instructions on how to submit your work for evaluation. Also included are 3 additional appendices. Download these files and follow the instructions before submitting:

If you're interested in submitting your work for evaluation, there are two options:

Digital Upload

Simply email us at and let us know you're interested in submitting your work. Make sure you include your full name in the email. We'll send you a link to upload your files directly to us. Please read the RFP document (see links above) to make sure you have all of your work and information collected in a pdf format. Please DO NOT send your pdf via email. With the images of your work, the document might be too big.
Please see additional instructions below regarding uploading your files.

Snail Mail

You may also mail a non-returnable thumb drive to us with your information and examples of work. Please make sure all entries are postmarked by March 29, 2019. Mail to:

Additional Upload Instructions

  1. Once you have sent an email to us requesting a link to upload your files, you will receive an email back from with Kiteworks in the body of the email. This is IU Health’s file sharing service.
  2. In the email, you’ll see a blue box that says “upload your files.” Simply, click on that link and it will pop open a window in your default web browser that says “ has requested files from you.”
  3. On the right hand side of the window you should see, “drag and drop files” or click on “select.” You may either drag-and-drop the files into this window to send to us. Or you can click on “select” and browse to the location of your files to send us.
    1. If you click on “select” just click on choose once all your files have been selected. Then click on “upload” and your files are on their way.
  4. You can even provide a comment to us once upload is complete.
  5. Note: Please do not close the browser until the upload is finished. It is fine to zip up your files in one folder.

All Vendors—How to Do Business with Us

Welcome to our information page for potential contract work on the future site of IU Health Bloomington and the Regional Academic Health Center.

Below you will find information and links designed to help you better understand how to do business with IU Health. F.A. Wilhelm will serve as the Construction Manager for the project and will assist IU Health in processing the bids from qualified subcontractors that can meet the requirements of F.A. Wilhelm as noted below and are currently (or can become) approved by IU Health.

Minimum Requirements to Participate in the Project:


  • Insurance requirements will be noted in bid packages.


  • All personnel will be required to have a drug test 7 days before beginning work on site.
  • All personnel on site will be required to have an OSHA 10 hour certification
  • All supervisory personnel will be required to have an OSHA 30 certification.

Bonding Capacity

  • Subcontractors with a contract value of $300,000 or greater must post a performance and payment bond with an acceptable surety.

Terms of Payment

  • IU Health will make payment to the Construction Manager (CM) 45 days post receipt of approved billing. Subcontractors can expect their payment 50 days post approval of the CM invoice due to processing time.
  • All billings will be submitted on AIA documents

Availability of Labor Force

  • Availability of labor force to meet the project schedule is critical. Subcontractors must carefully review availability of supervision and labor staff in accordance with schedule.

Commitment to Diversity

  • IU Health is committed to diversity. The project has a goal of 25% XBE participation. All contractors must make a strong effort to meet this goal. Accepted XBE credentialing groups are State of Indiana, City of Indianapolis, Mid-States Minority Supplier Development Council and Women’s Business Enterprise National Council (WBENC).

Local Participation

  • The project goal is to have 50% local participation. Qualification as an Indiana Business is structured consistent with the Indiana Department of Administration’s “Buy Indiana” Program. An entity qualifies as an Indiana business if it meets one of the following conditions:
  1. Principal place of business is located in Indiana
  2. Pays a majority of its payroll to residents of Indiana
  3. Employs Indiana residents as a majority of its employees
  4. Makes significant capital investments in Indiana ($5 million or more in equipment or facilities, or annual lease payments of at least $2.5 million)
  5. Provides substantial economic impact on Indiana as a top 500 company for one of the following:
  • Number of employees
  • Unemployment taxes
  • Payroll withholding taxes
  • Corporate income taxes


  • Subcontractor communication will occur through the no-cost Procore portal. The ability to access and communicate through Procore will be essential.
  • Schedules will be coordinated through Primavera P6.
  • BIM coordination will be through Navisworks Manage and BIM 360
  • Subcontractors interested in bidding the project will be invited through Smart Bid.

Preconstruction Services

  • At this time only preconstruction design assist services have been contracted for the MEP scopes of work.
